When Rajasthan’s government renamed Vardhman Mahaveer Open University (VMOU) from Kota Open University on September 21st, 2002, it became the first open learning institution in the state. UGC Committee Chairman Late Prof. G. Rama Reddy’s observation that “the distance system in Rajasthan is well established and has the potential of growing into a full-fledged Open University” sparked the idea of establishing an open university in the state of Rajasthan.
As part of an effort to better integrate and better serve the state’s vast distance education resources and provide the people of Rajasthan with a uniformly high-quality education, the Vardhaman Mahaveer Open University was established by combining the efforts of the Institute of Correspondence Studies and Continuing Education in Jaipur with those of the (College of Correspondence Studies) in Udaipur.

The Purpose of VMOU
For these reasons, the Open University of Rajasthan was established in the state: to make higher education more accessible and to increase access to it. To increase access to and promote a more flexible, innovative, and cost-effective education system.
Objective of VMOU
By providing educational opportunities to underserved groups like SC/ST, rural and remote residents, women and in-service personnel VMOU is able to help a larger percentage of the population gain access to higher education. For example, the Act mandates that the university provide instruction and research in fields of knowledge technology, profession, and profession as the university sees fit.
The objective also is to figure out how to organise academic programmes in a distance education system; In order to create an interlocking system of distance education with other universities and institutions, especially with IGNOU.
Accreditation of other universities’ exams; establishment and maintenance of Regional Centers; recognition of other universities’ studies and activities; and all other functions necessary and incidental to the University’s objectives are included in its mission.
